Rotterdam will be the focal point of the global ship recycling industry on 15–16 April when maritime leaders gather for the 13th Ship Recycling Congress.

The two-day event is set to bring together ship owners, cash buyers, brokers, recycling yards, policymakers and technical experts to examine the rapidly evolving regulatory landscape and the sector’s transition toward more sustainable practices.

Organised in one of Europe’s key maritime hubs, the congress comes at a decisive moment for end-of-life vessel management. With new international compliance frameworks taking effect and sustainability targets tightening worldwide, the industry faces mounting pressure to modernise operations while maintaining economic viability.

Doing the right thing

Central to this year’s congress will be the advancement of responsible and environmentally sound recycling practices. Delegates will explore how the sector can continue to raise global standards through enhanced compliance, safer dismantling procedures and improved environmental performance.

A significant focus will be placed on the implementation of the Hong Kong International Convention for the Safe and Environmentally Sound Recycling of Ships, and its alignment with the EU Ship Recycling Regulation. Discussions will also address the evolving requirements surrounding the Inventory of Hazardous Materials which plays a critical role in ensuring transparency and traceability throughout a vessel’s lifecycle.

Industry experts are expected to examine how stronger certification systems and improved auditing processes can enhance trust across the recycling chain – from ship owners to downstream waste processors – while supporting circular economy objectives.

Navigating regulatory challenges

The entry into force of the Hong Kong convention marks a turning point for the global ship recycling community. As regulatory frameworks converge, stakeholders must adapt to a more harmonised, but also more demanding, compliance environment.

Congress sessions will address the practical challenges of aligning international standards, upgrading yard infrastructure, and meeting new inspection and enforcement requirements. Audit readiness, regional enforcement consistency and the technical upgrades required to satisfy evolving safety and environmental benchmarks will be paid particular attention.
