while, India’s paper mills are said to be
unable to afford the asking prices for
the better grades available in Europe
and are focusing their raw material
purchases mostly on their own domes-
tic market.
Freight rates to Asia fell during July and
are expected to remain at this level for
the time being.
Europe beats paper recycling target
Europe achieved a paper recycling rate of 68.9% last year – outstripping the
target laid down in the industry’s European Paper Recycling Declaration
2006-2010 but falling short of the 72.2% recorded in 2009. A report from
the European Recovered Paper Council (ERPC) confirms that the recycling
rate in Europe has increased by 10 percentage points since 2004 and that
a new and ambitious commitment is being prepared for the period running
from 2011 to 2015.
The ERPC was set up following the launch of the industry’s European Dec-
laration on Paper Recovery initiative in November 2000 with the aim of
monitoring the progress made towards the Declaration’s targets. In 2006,
the industry committed itself to meeting a voluntary recycling rate goal of
66% by 2010 in the EU-27 plus Switzerland and Norway.
Belarus introduces paper export ban
The Council of Ministers in Belarus has imposed a temporary ban on the
export of recovered paper to countries other than Kazakhstan and Russia.
According to the directive, the ban has been introduced in accordance with
an agreement for the application of foreign trade measures in the framework
of the Customs Union of Belarus, Kazakhstan and Russia. The Belarussian
cabinet has said that the ban, which was introduced at the start of the third
quarter of 2011, will be effective until January 1 2012.
The Belarussian foreign ministry was tasked with informing the Customs
Union about the introduction of the ban, and has suggested that Kazakhstan
and Russia should introduce similar measures.
Saica buys prominent UK recycler
To support its emerging Partington paper mill venture in north-west England,
the UK arm of Spanish manufacturer Saica has acquired Cutts Recycling. The
family-owned firm operates two facilities – in the South Yorkshire cities of
Doncaster and Sheffield – which together handle around 70 000 tonnes of
recovered paper and cardboard per year. Cutts Recycling will become part of
the Saica Natur brand – a combination of the Spanish group’s waste manage-
ment activities through which Saica will manage more than 250 000 tonnes
of recovered paper in the UK. This accounts for a significant proportion of the
secondary fibre required to feed the Partington mill in Manchester when it
comes on stream in early 2012. A family-owned business enjoying a Euro 2.2
billion turnover, Saica’s strategy is to have a major presence in all three seg-
ments of the paper industry with strong integration between paper manu-
facturing, corrugated packaging and recovery. Simon Dymoke, Managing
Director of Saica Natur in the UK, says: ‘Saica has ambitious expansion plans
with regard to waste management in the UK in order to drive the integrated
business model that has proved to be so successful in Europe.’
In 2008, Saica acquired SCA’s 18 corrugated packaging facilities in the UK
and Ireland. Last year, construction began on the £290 million (US$ 460 mil-
lion) Partington mill which is due to start production in March 2012. The Cutts
acquisition is the group’s second investment in the UK recycling sector follow-
ing the purchase of Futur in November last year. www.saica.com
