The scheme is being delivered by the not-for-profit Clean Air Foundation (CAF) with support from Canada’s federal government which is providing C$ 92 million of funding until March 31 2011.
The initiative also promotes sustainable transportation choices that lead to reduced air pollution and greenhouse gas emissions. The incentives include discounts on public transit passes, bicycles and membership of car-sharing programmes; another possibility is C$ 300 in cash but critics say this amount is far too low when compared to sums available through similar programmes in Germany and France.
The programme will also include a National Car Recycling Code of Practice developed with the Automotive Recyclers of Canada. This will raise the standard of environmental care for vehicle recycling and will apply to all participating recyclers.
Of the 20 million cars and trucks on Canada’s roads, nearly five million were manufactured before 1996 – the year the government introduced more stringent emissions standards, according to the CAF. These pre-1996 models are said to produce around 19 times more air pollutants than newer cars and trucks.
