The document covers implementation of directives on hazardous waste, waste oils, sewage sludge, packaging waste and landfilling, as well as the waste framework directive of 1975. The Commission acknowledges that some progress has been made but points to the large number of infringement proceedings involving legislation introduced years ago as evidence of the need for more work.
