The company had applied to send waste to cement kilns in Belgium where it was to be incinerated as a fuel, with a proportion converted into cement in the process. According to the environment ministry, the fact that less than half the waste was to be re-used rendered this a disposal operation. For his part, Mr Jacobs stated that the material’s use as a fuel in cement kilns represented a recovery operation.
