The new CASPR (Corus Approved Steel Packaging Recycling) plants – in Pontypool, South Wales and near Workington, Cumbria – will buy steel packaging from local authorities, waste collectors and community collection schemes throughout the UK. The plants will then prepare and bale the packaging prior to sending it to Corus UK plants to be recycled into new steel products.
Corus has entered into partnerships with two well-established operators to provide this service. Pontypool Steel, specialists in domestic steel packaging recycling, and Derwent Recycling, a waste management company, will operate as CASPR plants with immediate effect.
Packaging Recovery Notes (PRNs) will be raised against all steel packaging processed at the plants, which will count towards the UK’s steel packaging targets. Collectors will be offered a competitive market price for scrap steel delivered to the plants which will vary according to market fluctuations.
David Williams, Manager of Corus Steel Packaging Recycling, comments: ’Demand for steel products on a global scale fell significantly, which in turn resulted in a sharp decline in demand for scrap steel. Unfortunately this led to the demise of the Corus CanRoute collection network in October 2008. Since then we have been able to fulfil our own requirements for scrap steel by running down existing stocks, while excess scrap has either been stockpiled or exported by accredited exporters.
’However, we recognise that we need to look to the future and are cautiously optimistic that the market is showing signs of recovery. The launch of the two CASPR sites is an ideal solution, offering us the right capacity given current market conditions. This move reflects our commitment to stabilise and encourage steel packaging recycling in the UK and achieve packaging targets set for 2010 and beyond.’
