CAll foR TRANSPARENCY
There remains considerable uncertainty
over how China proposes to deal with
imports of scrap in 2021 as very little
information is being issued in Beijing.
Various non-tariff restrictions such as
quality standards and import quotas
introduced since 2018 have made it
clear there is a move to ban all ‘solid
waste’ from next year. But ISRI and
others have complained that none of
the more recent Chinese pronounce-
ments has been notified to the World
Trade Organisation and this lack of
transparency is leading to significant
market uncertainty.
Some comfort, however, has been drawn
from the high quality thresholds imposed
on non-ferrous imports for aluminium,
brass and copper indicating recognition
these are ‘recycled raw materials’ rather
than waste. It remains to be seen how
widely that principle is pursued.
Separately, Indonesia requires all
importers to register with the
Government and, at the time of writ-
ing, had set a deadline of 1 October.
Traders have complained that the reg-
istration process is sluggish.
EASING 232 TARIffS
In separate moves, the US has been
easing the so-called ‘Section 232’ tar-
iffs employed against articles ‘import-
ed into the United States in such quan-
tities or under such circumstances as to
threaten or impair the national securi-
