The European Commission’s own factsheet ‘Closing the Loop: From Waste
to Resources Recycling’ firmly establishes recycling as ‘a precondition for
a circular economy’. The Commission launched its long-awaited Circular
Economy package in early December amid much fanfare, hailing it as a route
plan for extracting maximum value and use from all raw materials, products
and waste. But what does the recycling industry think?
