India smoothes scrap cargo clearance

India – India’€™s Ministry of Commerce and Industry has announced changes to a number of classifications within its harmonized tariff system (HTS).

As a result, importers of scrap metals into India and exporters of scrap to India should find it easier to clear cargoes through Indian customs because customs officials typically compare the material designation on the invoice or bill of lading to the specifications of the US Institute of Scrap Recycling Industries (ISRI). If the particular ISRI specification does not appear in the HTS, customs can hold the material as not allowed for import into India or as potentially dutiable commodities.
